Since the early 1990s, the conceptualization and analysis of poverty have undergone a number of key changes, of which four are particularly important. First, poverty is increasingly viewed as a multidimensional phenomenon which includes, but goes beyond, inadequate consumption expenditure or income. Second, emphasis has shifted from analysis of the comparative statics of poverty to poverty dynamics, i.e. flows of individuals into and out of poverty. Third, inter or multi-disciplinary analysis of poverty is being undertaken in a more systematic way. Fourth, there has been growing acceptance of the importance of incorporating local perceptions of conceptions and causes of, and remedies for, poverty within the framework of analysis. The monograph under review represents a high quality attempt to bring together all four of these changes

William Easterly is the editor of this book, which the Washington-based Center for Global Development sponsored. Easterly is well-known for his analytically rigorous and skeptical approach to aid, which he demonstrated with devastating effect in his previous books. The book does not contain a chapter from his hand, but he provides a lengthy introduction. He is his usual self, berating bloated donor bureaucracies (always an easy target, and partly true) and corrupt and uncommitted governments in dozens of low-income countries (unfortunately true). Both seem beyond redemption...
