Ray Rist, President (United States)

Ray has had a distinguished career which includes a range of high profile government and academic appointments. He has been a visiting professor at a several prestigious universities, and has been a consultant to many national and international organisations, including The World Bank, OECD, DFID, IADB, and a range of corporations, House and Senate committees in the United States. The focus of much of this consulting has been on public sector performance, especially that of results based management and measurement, and he has been an advisor to senior government officials in more than 50 countries.
Ray is currently an advisor to the World Bank and is co-director of the International program for Development Evaluation Training (IPDET). He has authored or edited 26 books and has authored more than 140 articles and monographs.

Daniel Svoboda, Vice President (Czech Republic)

Daniel is a Geologist and Geophysicist by training, with other key qualifications in Environmental Risk Assessment, Strategic Environmental Assessment, Eco-Auditing and Development Evaluation. He is currently Chairman of the civic association  Development Worldwide (DWW) where his focus is upon international development cooperation and development education, particularly training and consultancy in the fields of project management, monitoring and evaluation. He is also a member of the Board of the Czech Evaluation Society, representative of the Czech NGDO platform FoRS - the Czech forum for development cooperation, and of the CONCORD - European NGO Confederation for Relief and Development, and Managing Director of AGSS, an Environmental Monitoring Agency.  He has been a member of IDEAS since 2003, joining the IDEAS Board in 2006.

Ken Stephenson: Treasurer (Canada)

Ken is a consultant at Universalia Management Group where he specializes in evaluation and results-based management for a wide variety of clients including bilateral and multilateral development agencies, governmental and non-governmental organizations. He has worked in many countries throughout Africa, Europe, Asia, and North and South America. His primary interest lies in results-based management system development at the organization-wide level. He possesses an MBA with a Finance concentration and a Graduate Certificate in Program Evaluation.

Linda Morra-Imas: Secretary (United States)

Linda currently heads her own consulting firm, acting as an independent consultant to the Independent Evaluation Group of the World Bank, the Inter-American Development Bank, AusAid, China Ministry of Finance, and others for training and other ECD services. She has thirty years experience in designing, conducting, and managing policy, program and project evaluations, both nationally and internationally; she also has twenty years experience as an advisor and trainer on M & E in both the developing and developed country contexts and as the Creator, Co-Director, and Core Faculty for the International Program for Development Evaluation (IPDET) - the standard against which other programs benchmark.

Doha Abdelhamid (Egypt)

Doha is Senior Policy Advisor to Egypt’s Minister of Planning, and is also Associate Professor of Finance at the American University in Cairo. She is an economist and a financial and fiscal policy analyst with a proven record in applied technical and strategic management. She has been involved in designing, appraising, obtaining funding, managing, monitoring & evaluating and negotiating agreements with major international donor and development organisations such as the World Bank, IMF, UNDP, EC, and USAID. Doha’s present duties at the Office of the Minister of Finance include both direct management and research duties.

Ana Borges (Brazil)

Ana Borges is Executive Director at Sbrasil, a not-for-profit organization that works for development of sustainable communities with projects for solidary economy, fair trade improvement and initiatives for promoting strategic and operational capacity in other not-for-profit organizations.
She has an academic background in Public Relations, a Masters in Public Administration and studies in International Project Management with a focus on Third Sector initiatives. For the last 10 years she has been engaged in the design, fundraising, implementation, management, monitoring and evaluation of social development projects and programs with a special orientation either for results based on research, systematization and knowledge management, or for innovation and communications strategies as a tool for mobilization and obtaining parties’ commitment.

Florence Etta (Kenya)

Florence has had comprehensive international and development experience including evaluation research and assessment; data analysis; and program and policy analysis. She has worked as a Consultant for many organisations including UNICEF, USAID, Rockefeller Foundation, Ford Foundation and IDRC on a number of multidisciplinary research and evaluation projects. She has been extensively involved in capacity building and in project and NGO management, and has had over 15 years of experience in academia as a lecturer and trainer in tertiary educational institutions in Nigeria. Florence has authored and edited 8 books/monographs and has authored a wide range of publications.

Kabir Hashim (Sri Lanka)

Kabir is an Economist by training, and has been a Member of Parliament in Sri Lanka since 1994. As a former Minister of Tertiary Education and Training in the Government of Sri Lanka, he has extensive experience in Workforce Development and Education Policy. He is a “Results Based Monitoring and Institutional Specialist”, trained in Development Evaluation and having considerable working experience in this area. He has worked on Public Sector – Private Sector participation strategies and reforms in Sri Lanka and is currently actively engaged in Conflict Resolution Strategies. As an MP, he has led many bi-partisan committees and successfully brought about progressive policy changes in Sri Lanka.

Frédéric Martin (Canada)

Frédéric has a PhD in Agricultural Economics, and is Co-Founder and Co-president of IDEA International Institute, which has a mission to support governments in the implementation of Result - Based Management (RBM) of public programmes, focusing on sustainable development and poverty reduction. Frédéric has 23 years of relevant work experience in various countries of Africa, Asia and Latin America. He has worked on a variety of assignments: poverty assessments, classical programme evaluation, impact evaluation, and monitoring and evaluation systems. He has also held a wide range of academic positions.

Indran Naidoo (South Africa)

Prior to being appointed as Deputy-Director General for M&E - and thus responsible for the M&E programme of the public service in South Africa – Indran led M&E at the National Department of Land Affairs. His organisation, the Public Service Commission, has been the key player in M&E in South Africa and also holds the leadership of the Association of African Public Service Commissions in Africa (AAPSCOMS), which seeks to advance good governance on the continent.
Indran teaches at the International Programme for Development Evaluation Training (IPDET), has participated in executive management courses at Oxford and Harvard universities, serves on evaluation advisory panels,  publishes  in the field,  and is currently completing his PhD in M&E.
