The Evaluation Advisor leads the theme responsible for “Strategic/Thematic Evaluations and Partnership” in the Evaluation Office (EO). He/she reports to the Director and Deputy Director of the EO.

Principal Functions
- Direct responsibility for planning and management of thematic and special evaluations conducted and coordinated or supported by the Evaluation Office. Coordinate review of policy and organizational issues emerging from such evaluations; propose and monitor management decisions and other follow-up activities.
- Contribute to the Evaluation Office work in, and international debate, on development effectiveness and its links to organizational performance.
- Lead the formulation and ongoing review of monitoring and evaluation policy and guidelines within UNDP, including improvement and strengthening of in-country Monitoring and Evaluation (M&E) practices.
- Contribute to conceptual and methodological developments in monitoring and evaluation.
- Provide guidance on UNDP evaluation policies, procedures and practices to regional bureaus, management, country offices, programme managers and other headquarter and country office staff concerned with evaluation. Provide support to country office evaluations through substantive advice.
- Develop and manage key partnerships for the Evaluation Office with internal units and external institutions including donors, evaluation societies, bilateral evaluation units and the United Nations Evaluation Group (UNEG).
- Keep abreast of best practice in evaluation policy & methodology pertaining to international development cooperation; including maintenance of liaison with evaluation management of other UN agencies, donor agencies and professional evaluation societies
- Lead and organize the development of training materials, as well as the delivery of training in results-oriented M&E. Promote Evaluation Capacity Development initiatives based on demonstrated demand at country level.
- Participate as a full member in the EO management group and be responsible for achieving results as a team.
- Coordinate on a regular basis, the work of a group of professional staff and one administrative/programme assistant. On specific projects, he/she is required to manage and supervise the work of independent consultants as well as research assistants.

QUALIFICATIONS AND EXPERIENCE:
• An advanced university degree (Masters Level) in economics, international affairs, business or public administration or any other relevant social science.
• Substantive knowledge in current development issues in general and UNDP’s practice areas in particular. Awareness of recent developments in the evaluation discipline.
• At least 15 years of professional experience including evaluation-related experience. Country level operational experience in the United Nations system will be an added advantage.
• Strong analytical and drafting skills.
• Ability to work with a team in a multi-cultural environment.
• Working language is English. Knowledge of Spanish and/or French or any other UN language desirable.

b) EVALUATION OF BELGIAN DEVELOPMENT COOPERATION IN BOLIVIA (1992-2004)

Closing date: 24 September 2004

The purpose of this assignment is to evaluate the relevance of the programme design and the impact of interventions of Belgian development cooperation in Bolivia during the period 1992-2004. The evaluation should analyse whether progress has been achieved or not. It should then look at all stages of the programming cycle: consultation, planning, decision-making, implementation and monitoring processes.

The evaluation team should have strong knowledge and experience in evaluating cooperation development policies and should provide expertise in the field of health, rural development, infrastructures, support to public authorities, support to civil society and institutional analysis. It should be able to work in Spanish, French and Dutch.

Appel d’offres pour l’évaluation de la coopération au développement de la Belgique en Bolivie entre 1992 et 2004

Date limite de réception des soumissions : le 24 septembre 2004

Cette évaluation de la coopération internationale de la Belgique en Bolivie à l’issue de la période 1992-2004 portera sur la définition de la programmation et sur l’impact des interventions. Elle couvrira également les aspects institutionnels de la coopération et abordera les processus de consultation, de planification, de décision, d’exécution et de suivi ainsi que les responsabilités des différents acteurs impliqués dans ces processus.

L’équipe composée pour l’évaluation doit posséder une expérience et une connaissance approfondies dans l’évaluation de programmes de coopération au développement et doit apporter une expertise dans les domaines de la santé, du développement rural, des infrastructures, de l’appui aux autorités publiques, de l’appui aux organisations de la société civile et en matière d’analyse institutionnelle. L’équipe doit être capable de travailler en espagnol, français et néerlandais.
